One of the main causes of voltage spikes is electrostatic discharge (ESD). Although extremely short in duration, transients can be fatal to very thin semiconductor surfaces. ESDs can deliver voltages as high as lightning, and they strike faster.
Low relative humidity and a not-so-low dew point generally produce conditions favorable for high voltage generation.
